id like to know if its the right time to prune.

If you are in Sydney, then generally yes.

i have all sorts of
plants that have dead bits from the hard summer, are getting too rangy
or just need trimming. is there anything that anyone knows of that i
would actually harm by pruning now?

Roses are pruned in July in Sydney.

2 particular plants im thinking of
are a couple of rhododendrons that have been sun burnt, and a very
gangly rosemary bush. but in general, the whole garden needs trimming.
i kinda feel that everything would grow much better after the dead wood
and the rangy branches were removed. any thoughts?

The rosemary would b fine, I imagine. Dunno about rhodos -- have they
flowered yet?
