unfortunately many garden centres sell inferior old roses, I have seen them
with black spot rust etc.
I would recommend David Austin roses in Wolverhampton, they are a bit pricey
but you will get a good mail order plant,

I bought the roses from Wych Cross Nurseries in East Sussex, a
specialist rose grower. I don't think there's anything wrong with the
plant, what there is of it looks healthy enough, no black spot, rust
or otherwise, just a very small rose!
