What do city ordinances say? Unless they EXPRESSLY prohibit it,
it falls under the "nuisance" laws ... unless it becomes a
nuisance, you can do it.
I'm sure that the city has
some kind of an ordinance covering disposal of yard waste as it seems
to have an ordinance covering everything
Ask the city.
