Default wisteria

Global warming has meant that our wisteria has not come into open flower
for 8 years now: every year it comes into bud much too early, and then
we have a frost and that's it
Just a couple of miles away they seem to bud a bit later and the flowers
are magnificent. I have wondered whether there might be some way to
prune it to delay bud formation somehow?

Could you not cover it with horticultural fleece on cold nights?
If it's against a wall then it shouldn't be too difficult to devise
something that can be put up and removed easily.
If it's out in the open, like the one at the Saville Garden which has the
same problem you describe, you could throw some fleece over it on cold
nights although you would need to weigh the edges down.
