[IBC] Small pine
All I can think of that would fit that bill would be one of the procumbent or prostrate or drawfed junipers. The Brooklyn Botabical Gardens has a handbook on dwarf conifers, if you know anyone who might have it.

I had a question asked of me today that requires an
almost immediate answer (before noon PST)
Friend wants to buy a live tree and plant it in the
ground afterwards. He doesn't want it to exceed 10
feet when mature. Any suggestions? He thinks he
wants a pine, but I think he would be satisfied with a
fir or spruce.
