Default Best way of painting fence panels ?

My experience is that they do. Long haired fluffy rollers. Her will
still need a small brush for the details. It's still a lot of work.

If the fence is not too exposed and has wooden posts, I would consider
not painting the panels. Instead, have a regular programme of inspecting
and replacing any wobbly posts. Unpainted panels will last for several
decades if supported properly and not over stressed.

It the fence is in a windy situation, consider using a clear
preservative on just the side frames. It's very rare for a fence panel
to rot in the middle and leave a gaping hole.
