Default Dying rowan in street

Rowan in my garden shows no signs of life at all yet.

I've had a closer look and found some round growths on the trunk, and
the bark is deeply split and fluffy looking all over )-: I'd better
contact the council and let them know, because it either needs treating
or removing, I don't think it's going to sort itself out now.
