Default Cannot sustain wysteria

I have had it in the past, never could keep it from becoming algaefied...
The lower portions just became covered with green slime and hair algae...
This time, I got some nice samples, and they STILL got algaefied....

Yes they were planted, weighted and it was only the lower sections... It was
shaded, so maybe light was an issue? CO2 and ferts everyother day....

any ideas?? Is it just destined to be a floating plant?
