It is often just that - the most popular with the judges and
clerks. Sometimes there are not many qualified judges and the
head judge may take a vote of the clerks and judges present.
And of course, sometimes the plant previously awarded, was
awarded years and years ago for another grower who had great luck
with the plant and now it looks ratty.
