If you had 12" of rain in two days, and it didn't run-off someplace,
then you live on sand. Not sandy soil. Sand. No other ground type could
absorb that much water in such a short period of time. Whether that
run-off was to the "road" or some other drainage path isn't the point.
The point is that most of what you put down has run-off. It didn't go
"too deep into the soil".
