Can you raise the planting bed? Either by mounding up the
soil or using paving stones or cut up landscape timbers.

Not without a serious fight with my mother.... not that she wouldn't
want the rose to be healthy, it is just that I am between jobs, and she
doesn't have extra money for timbers or soil.... have a promising
interview tomorrow, but the bucket has been sitting for quite some time
already, and I don't think waiting the weeks necessary would be
advisable...
