Default Tadpoles not growing legs

This can be due to a deficiency of thyroxin[growth hormone]~~ caused
by a lack of Iodine [a basic ingredient of thyroxin]. The condition is
known as 'neotany' and in some exotic amphibians never lets them
metamorphose to reach their final stage.
A single drop of iodine in the pond should/could make a difference.
