It's a hebe, Mary. Can't even hazard a guess as to why it hasn't
flowered!
Roots too confined, perhaps?

The roots certainly were confined, and I had to destroy quite a lot - about
2/3 - to get it from the basket and away from the other roots.

I also meant to say that it's about 9 - 10" tall and since I put it in the
large pot it's spread, which convinced me that it wasn't box. Pity, I'd have
liked to shape it. A hen of course!

Next Question:

Should I plant it in the open?

If so, what conditions does it like?
