Start by revising your expectations about what your garden and
yard "should" look like year round. If the "climate is bone dry
in late summer and early Fall", then plant things that can thrive
with dry summers. Learn to mulch, deep water when you water, and
live within the limits the climate places on you.

And ask the State of Alabama about whether you actually "have a
lake". Downstream water rights come into play, and diverting
water for your own use can get legally very tricky.
