Default Plant ID Help

It's a bush in which the old growth goes woody. Sparsely leaved,
except at the top. It has rounded oval mid green leaves with silver
edges and backs. She doesn't think it flowers or produces berries.

How does she think it reproduces then?

The one she has, and the one I've now got are about 3 feet in height.
I've had a quick Google, and looked up the RHS plant encyclopedia,
but didn't spot it.

Take a picture and someone may be able to help.....
