Why don't you use liviing willow? Should be cheaper and the willow
will grow. It needs to be trimmed now and then (or quite often!) but
is very attractive. My local primary school has one, 2 or 3 years old
and I remember seeing them at the Ebbw Vale Garden Festival 10 or so
years ago.
