I usually make the alcohol extract, as the resultant is both a fungicide
and insecticide, and yes, the alcohol can be applied neat to kill bugs.
Diluting it is a waste.

If making the water-based extract, I typically add about 30 ml of powder
to a liter of boiling water, then let it steep at room temperature for
several days before filtering the sediment. At that point, it should be
concentrated enough that diluting 4:1 will likely still give you a strong
enough fungicidal spray.

Yes - if the fungicidal action is what you're after. The cinnamaldehyde
extracted from the powder is a better fungicide than the alcohol, but
THAT'S a better insecticide.

If mildew is your concern, bag the alcohol and just make up more of
the cinnamon infusion in water.

(I always use isopropyl alcohol, to answer that question.)

Adding the infusion to the water dilutes both the alcohol and the
cinnamon too much to be really effective.

If your primary goal is a fungicide, boil a lot more cinnamon in
water, then dilute that.
