I have re-potted this plant 2 times and noticed that this plant differs
from others I have in the way that the root ball is small compared to
the pot size. Is this normal?

Further to other answers you've had, roots on Aeoniums are rarely of any
great size because the plants stores so much of its water requirements in
its leaves.
