I think its Cytisus, possibly 'Porlock'


Hillier's Manual says that 'Porlock' is very fragrant, so the OP could
use that trait to distinguish 'Porlock' from C. scoparius.

On the subject of scent, I was up in Scotland recently, and was struck
by the scent of gorse. What would you say that it smells of (other than
gorse)?
