I don't know if this precipitation started before or after I bought
them.

At any rate, has this weed'n'feed product gone bad, or is it just a
matter of mixing / pulverizing the precipitate back into solution to
restore it's applicability?

I would probably try immersing the jugs in a hot water bath and
aggitating to redissolve the crystals.
Sounds like the stuff is OK but crystals percipitated due to the low
temperature. Freezing is not necessary to cause precipitation so next
time you might want to store these at room temperature.
