Water is not an infinite resource. The only way to get a sensible water
policy and cost effective water use is if it has a reasonable value. If it
seems "free" to some people (nothing is ever really free) it is overused
and used on things because the opportunity is there not because there is a
good business case for doing it that way.

Any one want to stop breathing, as youre consuming my oxygen and
breathing out CO2.

between water policy and carbon tax?
