Well I worded that wrong then
The output flow from teh filter, is what is going into the gravel vac..
Its all setup right - I guess there just isnt enough current.

If I have understood you correctly, it's mounted the wrong way around.
Normaly the reactor is mounted at the filter outflow. (Have seen
systems doing it the otherway around though.)
