Because a paper bag will trap the gasses, but not stop light getting to the
leaves. Bubble wrap, if the assertion that it does stop ripening is correct
(I've no experience of it), would be because it's blocking light to the
leaves, not just the tomatoes.
But bubble pack doesn't cut down the light as much as shading does, yet tomatoes ripen perfectly happily with shading whether it's netting or whitewash type shading.
