Savoy cabbage

laying over to the side as if they can't support the weight of the
leaves. And so far no sign of the "hearts" of the cabbage forming. They
were planted mid April. Is the leaning over normal? Should there be
signs of the hearts forming by now?

You may have cabbage root fly. They bore into the stem just below
ground level.
Have a scrat around the stem and see what you can see. (Looking for
stem damage)
You need to fit collars round your cabbage when you plant out to
prevent this.
