It's probably a very low wattage mat, and the 20oC is an approximate
value for the soil temperature if the mat is left on all the time. If
you happen to have a thermometer that covers that temperature range (I
think not a medical one, nor a jam thermometer), stick it into the
soil just below the surface and see what it reads after a few hours.
Direct sunshine will make a big difference, so if you're using the mat
to germinate seeds, keep it out of direct sun but in good light to
stop the seedlings getting leggy.

Yes I am growing flower seeds and I have it on the window sill facing north so plenty of light but no sun
