Default Rutherglen Bug ?

I have noticed clear/whitish beads of gumlike material dangling on our
peaches. Searching the net, it looks like it may be Rutherglen Bug.

Does this sound the most likely cause or are there other conditions with
similar symptoms.

Also, Is there anything we can do about it ?
