Default White flying insects on lilly pillies

Yesterday when I was pruning some lilly pillies in Sydney's inner
west, clouds of small white flying insects would fly up out of them.

what are they? Do they cause damage and if so, what is the treatment.

it sounds like whitefly. i used yellow sticky boards, but i'm not sure how i
felt about that at the time. there are other treatments, look it up.
