Default beginner,help with juniper

Hi all,
my brother and i bought a juniperous prostrata yesterday to work on.when we got
it home,i felt the foliage and it was very rough,like sandpaper.I scraped
against it with my fingernail and this white powdery substance came off.This
was my first time with this type of juniper and i don't know if this is normal
or not.Could this be harmful to the tree?Is it some kind of pest or
disease?just email me if you can help.
