Default fungus?

Is this white/yellow stuff in the soil, crawling up the trunk of the
tree? Does it start out gooey, then dry up into a crusty powder? If
the answer to these questions is "yes", then you have a slime mold.
Slime molds are harmless to plants, and there's nothing you need to do
except hose it off the tree.
