Thumbs up Seaweed? A general fertilizer?

Is seaweed (in it's pure state) a good fertilizer for all types of fruits and vegetables? I am thinking more for growing; Garlics, Potatoes, Carrots, Cabbages, Brocolii, Onion, Melons and Tomatoes.
