The leaves of basil don't normally stick together, have you checked for
insects of the goo producing kind?

If it is in a good drainage situation you cannot really overwater it, basil
loves water. If it is drooping a picks up within a couple of hours of
watering you are letting it get too dry.

Is it in the ground or in pots?

If it's not an insect problem, it may be cold. You don't give you
location. Basil doesn't like cold weather and I don't put mine out
until nightime temperatures are above 50.

June
