When will bare root tree bud?

I planted a self fertile bare root Stella cherry tree about
a month ago. Planted according to directions
e.g. Soaked roots for 7 hrs n planted
out. There has been no growth/budding/green
shoots appearing yet. Been watering well
is this normal?
