I know some of you have prolly done some light 'hacking',so maybe you
could answer my question.

If I took a 48" fluorescent strip/shop light, and cut it down to 24
inches, and used 24" bulbs, would it run at the 40W per bulb of a 48"
bulb, or teh 20w per bulb that 24" is rated at?

bulbs should match the ballast vice versa remember the ballast is a high
voltage transformer. Now maybe your ballast can be used for multiple types
of bulbs but that;s where I'd start, look up the ballast manufacturer and
check their website.
