Valencia Orange with BIG LEAVES

I have a new Valencia dwarf. It seems to be healthy, but some of the
leaves, especially at the top, have become much bigger than normal.
Also, some have changed shape -- big, round, and curled in at the top.
Is this a nutrition problem? A disease? Too much water? Too little
water?
