Default Red Pine damage

Hi group,
This has been a rough winter for plants. First, the voles attack almost all
the new stuff I planted last year and the year before. And second, now that
the snow has melted some, all of my red pines' needles are brown.... any
that were above snow level. We had brutally cold temperatures this
winter... into the minus 40s C . Is this cold damage? Rust? Blight? Is
it permanent? Will the beautiful green come back? What about this year's
shoots... will they be damaged? None of these trees are large... the
biggest one is about 10 feet tall, the rest are in around the 4 foot mark.
Any ideas?
