Default Transplanting Euonymus

We have a Euonymus (burning bush) that has little babies growing around
it -- anyone know when I can dig them up to transplant? Should I have done
it while they were still dormant? Or is any attempt ant digging and
transplanting a Euo an exercise in 'waste of time'?
