Plant ID please!

Hi all, I have this plant in my garden and I am not sure what it is called. It is currently about 2.5 feet high, it is very woody and the leaves are really rough. The flowers are white and 'fluffy' looking. I have attached a photo although the flowers are dying out now. Any help would be very welcome!
