Default Rain Barrel - Soil sealant ??

I found a place selling big plastic drums (55 gal?) for $10 each. But my
question is related to the fact that they are barrels that used to have
"Emulsified Soil Sealant" in them. Now they are pretty much empty with a
little liquid at the bottom, and the sticker on top says that it's
non-toxic, and totally safe. But is it safe to rinse out the rest of the
barrel (after cutting the top off), and using it for a rain-barrel for
watering plants?

They MUST supply the MSDS for them.

Sure - rinse and dump a few times and whatever is in there is
diluted by thousands.
