Default Do daisies bolt?

Sorry for all the questions today. The storms let up today and I went
outside for the first time in week to find my garden in disrepair.
My Margharite Daisy appears to be bolting. The leaves on the lower part
of the stem are all falling off, leving an ugly tree-shaped plant. Many of
my plants have lost many of their leaves to wind damage (we've had 30+ mph
winds gusting to 40+ for 3 days). Could this be what's going on? It really
looks like a miniature version of the kale I grew last year that bolted.

Thanks,
Adam (Iowa City)
