Default evergreen shrub dying?

Your evergreens are called Globe cedars. The specific name I cannot give
without a clearer close up pic. None the less, here is their needws:-
Acid soil
15-6-12 fertilizer, mid May & mid June then 4-8-16 end of July. They
like humid soil, so water deeply and nevr allow tem to dry out. Keep a
bed of conifer bark as a mulch, at their bases, to preserve moisture and
protect root area. I am wondering if they recieved a good watering in
before winter hit. If you have cold winds....wrap them LOOSELY with
burlap......conifers are pretty resorceful.....come spring, they may
take care of their own browned tips.....wait til July, before removing
or discarding them.
