Default Grape vine on fence

I've got a grape vine growing all over my
backyard fence. It's doing pretty well there.
Needs a lot of trimming to keep it from taking
over the rest of the yard. This is in the
Pacific NW.

The fence is wood. It's getting to be time to
paint it. I don't think I want to paint the
vine, though. If I cut the vine off just above
the ground, will it eventually grow back? Or
do I need to leave a portion of the above-ground
vine intact? I don't mind having to go a year or
two with no vine, if it takes that long to grow back.

Is there any time of year that is considered
particulary good or bad for trimming grape vines?

late winter very early spring.

dont cut to the ground, dont need to.
terminology. the standard is the part comes straight up from the root. it should
reach to the top of the fence. then two arms come off in opposite directions at the
level of each rail of the fence. these arms are usually 3 feet long. everything
else is cut off each late winter or early spring for vines mean to bear. Once this
is cut like this, it is easy to move this away from the fence. Ingrid
