Default flowering royalty crab tree

I have a Young 8 to 10'ft, royalty crab tree. I puchased the tree and
planted it last summer.The leaves are out at the bottom of the tree, yet
nothing on top.I live in alberta, zone 3a. we also had a very dry year,
which was hard on all the plants. What can be done to save this poor
tree.Thank-you For Any help.... .
