Default What is this white growth?

This morning we discovered this odd area in a flower bed. The area is
below a large wax leaf ligustrum. Neither of us has seen anything
like it before.

The area looks somewhat like it has been dusted with chalk, but the
white dash looking objects are growing out of the ground. They look
like exposed roots, or some kind of sprouts.

Some kind of fungus, I bet. Especially because it seems to be centered on
a decomposing stump.

Default What is this white growth?

As others have suggested what is growing on or near the Ligustrum is a fungus,
probably Xylaria hypoxylon, known descriptively as "Candle Snuff." Despite the
fragile appearance, the "sprouts" are surprisingly tough. The white powder you
see are asexual spores produced in vast numbers by the fungus. To my
knowledge this common fungus decays only dead woody material and thus is
probably not a threat to your garden. It could mean however, that your
Ligustrum is dying from other causes.

should find other pictures.
