Default Pruning rose bushes

Can you tell me the best time to prune rose bushes in Prescott, AZ?
In California you prune in January, but I'm not sure when it should
be done here.

Prune as soon as the danger of a killing frost is past. If you
see leaf buds start to swell, prune right away.

Prune as soon as the danger of a killing frost is past. If you
see leaf buds start to swell, prune right away.
