Default seeds and bug issues

I have seeds starting in flats. Most of them do pretty good. Some of my soil
flats however get these little gnat looking flies. I also have some green
algae looking stuff on the top of the soil. Not like a mat, but some of the
perlite is a little green.

what am i doing wrong or what do i need to do?

The insects are fungus gnats. They are eating fungus that is growing in
your soil. The fungus is growing in the pots due to overwatering and cool
temps.

I would recommend that you lighten up on the watering and add a little air
flow. A fan on low would be good if possible. You can use some diamatious
earth to rid your pots of the gnats or you can purchase some safers soap
and start spraying on a regular basis. Good luck......
