Cool ATCO Balmoral

I've just purchased a second hand Acto Balmoral 20" that won't run off choke, fuel starvation seems to be the issue. It is 1999 model that were built by BOCSH during that period and fitted with a crap Chinese Tilloston carburetor's the company no longer exists. Has anybody out there had similar problems and how were they solved please. The mower woks fine otherwise it's had little use no more than a few hours and it's been serviced.
