What is the best time of the year to fertilizer a Lilac Bush ?

And what is it they need to be fertilized with.

Default Fertilize Lilac

I have a "Lavender Lady" lilac, and according to Martha Stewart's "From
Martha's Garden" on HGTV, she fertilizes around the time they are
blooming (May-ish?), with some 10-10-10 and a helping of lime scratched
into the soil around the drip line, since they are not crazy about
acidity. Hope this helps...this is what I'm going to do for mine this
year.
