Default dribbly fountain

I have a concrete fountain with a frog which "spits" water to cascade
down several concrete "leaves." Water tends to dribble around the
bottom of each "leaf" instead of streaming down to the next lower leaf.
Water flow looks good -- any more and it would overflow. My wife has
tried putting silicone around the spout of each leaf, if anything that
makes it worse.

Can anyone help?

You might try something we used to do in chemistry class when pouring stuff.
Fassten somehow a thick wire on the leaf, and run it down off the edge of
the leaf by an inch or so. The water should follow that rather than the lip
of the leaf. Is that clear??

I confess that it's been a looong time since I studied physics, but your
description makes me wonder whether the fountain is level. In which case,
it would be "good news/ bad news" -- the good news is that you found a
cause, the bad news is that it might not be so easy to solve it. (Unless
you can simply raise up one side of the fountain a bit to ensure that the
streaming is indeed downhill.)
