I would just do the same thing you do with a dirt hole... use rocks on the
top edge to hold it in place, and if you can, build up the outside edge
around them, so they are flush (or near) to the new groundline.

If the edge of the concrete wall is sharp, it might be a good idea to get
some scrap carpet or cardboard, and duct tape that to the concrete edge, so
it doesn't wear a tear into your liner, before placing it.

Default Pond Liners

You can buy concrete screws at Home Depot of Lowes. They have a blue
coating and come with the right size masonry bit for them. If you can
get hold of a hammer drill it will make it easer to drill the pilot
holes

You can get a rot prof 1x6 cut to length then screw it almost all the
way down. Drape the liner over it and tighten it all the way. Water
plants can help hide it.
