Default fish S.O.S.

Hi,
I have never visited this group before, but I am hoping you all can help!
we have a new 3' cement pond. there is a *fish house* another 18" deeper in
one end. its about 9' x3'. there is currently about 5" of ice on top, an
18" gap of air, and about 2-3" of water on top of the fish house.There is a
heating rod (?) immersed in with a 6 " melted hole around it. There must be
a leak, or crack in the foundation, as I can't imagine where else the water
went. ...This is not my house, but my parents, and they have gone out of
town for awhile. My sister and i are pond keepers for the duration I know
the pond was full about a month ago.Could the heating rod evaporated this
much water?
And, should I add hose water in the pond now, up to the bottom of the ice
while it is relativly warm in southern NY? We are alittle concerned about
the fish, and this big block of ice sliding down crashing into this little
bit of water. Also, I know we couldnt add more than 1/3 of the volumn of
fresh water to the pond in the summur, so is it ok now? is this a fish
emergency???? Any help would be appreciated! TIA...joanne
